Shut off the master breaker to your apartment and see which meter stops spinning.How to figure out which one is my electric meter?
You could turn off your main circuit breaker and look at all the meters to see which meter stopped running.

or have someone watch as u turn on a bunch of appliances,toaster,lights,then back off. the one that speeds up n then slows is urs
Just to add to Mustang if the main is outside at meter then turn all breakers off and then follow Mustangs advice
